Signs of War?

I just rolled into town at the Half-Pint Inn, so I decided to begin getting some experience with my new weapons at the shipyard. I was fighting a ship rat when someone else entered and started shooting barbed arrows at me!

Not being the agressive sort, I asked, "Why are you shooting at me?"

He responds, "I don’t know"

He kept on trying to retreat and stop firing at me. Being a human and hearing all the gossip about the return of Teiro, the first thing I did was take a good look at him and sure enough he was an elf. The shooting finally subsided and he took off. It looks like war is beginning to break out.
